100% agreed! They can come up with a formula that forces your playoff roster to be compliant. Simply put a team needs to name their 23 man playoff roster prior to the start of the playoffs and that roster must be cap complaint.
I think this would really hurt deadline deals because cap hits get prorated as the season moves on, which for example, allowed Boston to add Taylor Hall. So, technically Boston's current roster would not be cap compliant at the beginning of the season
The truth is, the NHL uses "parity"as a buzzword to gain the fans' support during lockouts, when really the salary cap is about $$. From what I understand, injured players are paid by insurance, (IE All-State or whoever paid Kucherov's salary, not the Tampa Bay Lightning) so that's probably why the NHL lets teams replace players on the LTIR
