Another possibility for this team is Scott Stevens. If you add him in place of Terry Harper you'd be up to 548 games. Drop Glen Anderson and add someone who played up to 3 games (maybe Gary Leeman - three 30 goal seasons, peaking at 51). This gets you to exactly $500. Good luck scoring on Brodeur playing in front of Harvey, Stevens and Kastanov. You'd still have five HOF forwards (including the greatest of all-time) but the bottom five forwards are noticeably weaker than the Leafs and Rangers.

Really tough for Detroit. Have to go way back before my time.

All the guys that come to mind for me played nearly a full season or more. Alfredsson, Modano, Cujo, Hossa etc.

Lots of people taking Paul Coffey because of his brief stints with their team but you are getting credit for their entire career so do you really want Paul Coffey? Probably not --he was brutal for a long time at the end and only stuck around the league because of his name.
I'll take my chances when looking at his overall career...

Is it safe to say that the worse your team is the better your front office?

Not necessarily. It's an interesting time waster because it's largely an exercise of digging for 'remember when x played for y', where the top players are typically guys who spent their twilight season on a team and the secondary talent one-off trade deadline acquisitions. Doesn't have to be and there's a lot of luck but that's typically the mark of a good team.

Anyways in addition to Vancouver I finished off the Canadian teams, minus Quebec and Winnipeg, on the 500 point scale. I don't know much prior to the 80's so avoided those players (and kind of an unfair advantage to the O6) unless they're obvious legends. Also didn't take any players that are still accumulating GP with their respective team. So in no particular order:
