Signing Russians under contract to ELC's?

My understanding is that NHL and KHL teams are not allowed to sign players under contract in one league to a contract in another.

My question is:

Is it considered an exception to sign a player currently under KHL contract to an NHL contract if they are fine with the player playing out his KHL contract before coming over?

If an 18 year old player has a year or two left on his KHL contract, can an NHL team sign him with the idea that they are fine with him playing out his last year or two in Russia, while his contract slides in the NHL, and then he's signed and ready to play in the NHL once his current KHL contract is finished?
