RULES OF THE 10TH YEAR FOR DRAFT
2019 SEASON

ProDraft 2019 is already the 10th year of the successful game for members of the SlovakNHL.sk community. It is a form of Fantasy Draft where individual players take the role of General Manager ("GM") of their fictional clubs and try to put together the best team of NHL players.
§1
Game model
(1.) The game begins on August 04, 2019 (Sunday).
(2) GM is 16.
(3) GM will be the organizers of the division into the Western Conference and the Eastern Conference.
(The distribution will take into account the geographical principle as well as the even distribution of newcomers).
§2
Draft system
(1.) The drafting order will be drawn and published on 20 July 2019 (Saturday) at 20:00.
(2.) After drawing the draft order, the TRADE CENTER will open and players will be able to start free exchange of their draft pics two weeks before the official start of the year.
(3.) The draft format is Snake Draft, which means that:
(3.1.) According to the winning order, GM will always draft during the odd round (1st, 3rd, 5th, ...).
(3.2.) In the opposite order (from the back), GM will always draft during the even round (0, 2, 4, ...).
(4.) Draft Days:
(4.1.) \ T "Zero round", respectively. The trainers' draft will take place on the opening day, before the actual draft of the players starts
(4.2.) On weekdays (Mon-Fri) will be 1 round = 1 day
(4.3 ..) Weekends (Sat-Sun) and Wednesday 21.08. will be drafted with 2 laps = 1 day
(5) The number of all rounds is 23 + 1,
(6.) Each GM is required to have a minimum of 21 players in the team (maximum limit is 25 players).
The given criterion is to have at least 12 attackers / 6 defenders / 2 goalies / 1 substitute in the team
(7) GM must delimit all his selections and be required to regularly update his team's budget.
§3
Drafting time and way
(1.) Draft Times:
(1.1.) The draft will take place every day from 18:00 to 20:40.
(1.2.) Weekend and Wednesday 21.08. the earlier round will be held from 14:00 to 16:50.
(2.) The time interval for each draft position is always 10 minutes and can be found in the "Pro Draft 2019 - PLAYERS LIST" topic.
The end time of the selection is binding (you can draft sooner if you are on the line). If a player does not draw at the time, his selection is forfeited to the end of the round. At the end of the round, GMs with a forfeited selection can draft players in any order. Thus, they can draft until the next round of draft. If he does not use GM, he will be able to use it at the end of any round.
(3) English currency transcription is used in the player list.
(4.) It is forbidden to post any non-drafted players who may be drafted (including a draft unit before the game starts). In the event of a violation, GM will be punished as follows:
a) the first violation will be followed by a notification
(b) the second violation shall be followed by a three-position rearward displacement in the current or next round
(c) the third and any subsequent violations will be followed by a shift to the end of the ongoing or next round.
(5.) If GM drafts his draft pick incorrectly during his reserved time (determined in the Player List). drafts a player who has already chosen a GM from another team will be able to fix his draft pick as follows:
a) can edit his draft pick immediately, but only if he fulfills the condition that the following GM's who are in the line after him have not yet drafted his player.
b) if he fails to fix it until the next GM's is drafted, his bad draft pick will be deleted by the organizer and marked as - PP (picked pick). Player lists

§5
Salary ceiling
(1) The salary ceiling is € 81.5 million. $.
(2.) The floor is 60.2 mil. $.
(3.) A minimum of 21 players and a maximum of 23 players are added to the salary cap
(issues regarding player 24 and 25 are regulated in §8 Waiver list and buyout).
(4.) The cap cap player (average salary in the salary cap) of the next season (2019/2020) is included in the salary cap. You can find information about "cap hits" on capfriendly.com
Section 6
Draft players without contract (UFA), restricted free players (RFA), players "before retirement", newcomers and players in Europe
(1) Draft UFA / RFA players are allowed.
If the UFA / RFA signs the contract at the end of the 19th round, it will be paid by the new contract in Pro Drafte.
If it does not sign up, the list of such players will be solved by one of the following options:
a) will be sent to the “Jury”, which determines the cap hits by the arithmetic mean of the values determined by them
or (b) a one-time "Express Commission" with a minimum of 5 GMs (mainly veterans) who will award the UFA / RFA players instead of the jury, and the resulting cap hit will again be the arithmetic mean of their values.
(2.) If a draft player ends his career, GM will be given two choices:
a)) retains the player (with a caphite from season 2018/19, or if he did not have a contract from the 2017/1 season)
b.) will not retain the player and will receive compensation in the form of a selection at the beginning of the next round.
(3.) GM can also draft newcomers without an NHL match, or even players permanently placed on the injured player's list, but bear the risk of a player being negatively assessed. his position in the team, whether from jury members in the playoffs or GM in the base.
(4) Drafting is prohibited for players contracted in Europe.
Section 7
exchange
(1.) You can freely exchange draft selections, players, or combinations thereof throughout the duration. It is essential that you have a minimum of 21 and a maximum of 25 players, and in particular 1 coach, at the end of the draft.
(2.) Only the topic "Pro Draft 2019 - SPECIFICATION" is used to negotiate exchanges.
(3.) Agreed exchanges are entered in the theme: "Pro Draft 2019 - TRADE CENTER".
(4) For exchanges, competitors are allowed to retain Retained Salary Transactions, hereinafter "RSTs", subject to the following conditions:
(4.1.) A maximum of 50 percent of a player's salary can be retained (the percentage allowed for RSTs is 5, 10, 15, 20, 25, 30, 35, 40, 45 and 50%)
(4.2.) Each team has the ability to change once and once acquire a player through such transactions, if the team has swapped and won the player in one exchange, it may no longer change or acquire the player that way,
(4.3.) Each team may have a maximum of three RSTs contracts at the end
(4.4.) The only possibility for one player to retain part of his salary per player.
(5) In the case of an exchange disproportionately favoring one of the parties, there is a possibility to review it. If at least 5 GMs are examined in the discussion, the jury will examine the exchange and have the opportunity to reject it. Thus, such an exchange will not be valid.
(6.) An exchange that would take into account future settlements between two GMs is not allowed (in order to give the newcomers the same conditions as previous players or veterans)
§8
Waiver list and buyout
(1.) A player must be registered in the waiver list if the GM decides to have more than 23 players (ie the 24th and 25th players). However, any other player may also be enrolled if GM wants to get rid of the player's caphite or even the player himself.
(2.) The GM player on the waiver list writes in the topic: "Pro Draft 2019 - BUYOUT, WAIVER".
(3.) Players on the list are set to 24 hours (starting from the moment the player is registered), during which the other GMs have the option of withdrawing such a player from the list to their own team. In this case, however, the player caphit is split in half (50% is added to the team's ceiling, 50% who pulled it off).
(4.) GM who is interested in the player (by posting in the "Pro Draft 2019") gets a player from the list. in order to lose.
(5.) A player who no GM withdraws from the deed gets out of the roster, but his caphit reduced by 1.5 million. $. (players with a maximum cap of $ 1.5 million do not count towards the ceiling after being removed from the roster)
(6) A player may be redeemed from the contract on condition that he has spent 24 hours on the unprotected player's deed. After the redemption, GM will continue to make it into the team's cap of 1/3 of the player's caphit.
Section 9

Draft draft and evaluation
(1.) After the last draft day, all GMs will be given a few days (more in the Pro Drafting Schedule) to complete the rosters, make exchanges, buyout, waiver, and close their teams. Subsequently, all teams will be checked by the organizers and the vote will start after the check.
(2) All competitors are required, at the end of the draft, to present at least briefly their team and their game concept through a summary published in their own team theme. In addition to the above, GM is also required to disclose:
(2.1.) Name of the lead coach of your team (or coaching staff)
(2.2.) The composition of each offensive formation and defensive pair,
(2.3.) Mark the team captain and his assistants
(2.4.) 2 power-play formations (5-member)
(2.5.) 2-line formation (4-member)
(2.6.) 3 players for raids (those with at least one NHL raid)
(2.7.) Listing their drafted players with positions and cap hits
(2.8.) The resulting cap hit and cap space of your team
(3.) All contestants are required to send their reviews to the opposite conference via post to nick ProDraft2014 (that is, select the 8 best teams of the opposite conference - GM Western Conference reviews GM Eastern Conference teams and vice versa).
(4.) The coach, goalie two and substitutes should also be taken into account in the evaluation (because the chances of all players in the base line being healthy for the whole season are almost zero).
(5) The first place in the ranking is selected by 10 points, second by 8 points, third by 6 points, fourth by 5 points, fifth by 4 points, six by 3 points, by 7 points by 2 points and by 1 point. The points awarded to all GMs are summed up during the conference, and the winners of the conferences and the retirement part - the playoffs - will be announced by the 6 best teams from each conference.
When points are equal, a greater number of better placements in GM rankings are taken into account (eg, two teams have the same number of points, the one with more first places, the same number of first ranks, who has more, etc.) If this indicator does not decide, separate raids will be decided by a team whose three bailiffs have a better average success in this discipline for the 2018/2019 season.
(6.) In the event that a GM's evaluation is not received by the organizers at the given time, it will be replaced by the jury's rating so that the vote is valid and even in both conferences.
(7) In the event that GM is disqualified from the advancing GM, GM will move to place him from the seventh place in the conference.

Other provisions
