The Sharks lease of city-owned arena includes the requirement for certain amount of parking availability around facility. Some might be city owned, but Sharks staff many of the lots within 1/4 mile. (There are a handful private lots in the area as well, and the Sharks get nothing from those.) This is addressing the city-owned lots primarily.

Sharks are not free loaders. They pay for the use of those lots, to the city.

Unless you live in narrow corridors, CalTrain, VTA Light Rail (and even the future BART) do NOT cover the full region where fans are coming from. (And may take twice as long to get home) To utilize public transit, many may have to drive 5-30 miles to get to transit center. Ridesare (Lyft, Uber) does provide tranport for some folks, without good pickup/drop off options, but the post-game surcharges don't help.
