It wasn't a high-stick goal. He made contact (probably) high but that was to knock the puck down, the whistle didn't blow and he shot it in (legally). There was nothing to review.
It can't be reviewed because it didn't enter the net from a high stick. Wagner shot it in when it landed on the ice.
