Because that's what the CBA mandates for a player his age signing first pro contract. Needs to be older to only sign a 1-year e.g., Antipin or Panarin.

Most likely scenario is someone in the PR department saw that it was an ELC, but the length either wasn't specified or they missed it, and they just assumed it was 3 years, as most ELCs are.
