actually i think they will allow, all depends on his perfomance(kabanov) in CHL or maybe even in NHL.

1-we will see my friend, will see...
2-why not? is it beauty contest or draft stock? its Team and line numbers dosnt mean much...however, he can easily play in 2 lines in time and you dont even notice it:) he is good!

Usually when you list lineup made in lines like you did, the order matters, because it shows the roles on the team. 4th line usually is a line with less ice time.

Apalkov is eligible. Patric Hornqvist also was born at 1st January and played for Sweden 87 team.
All 1992 players and younger are aligible.

Players born 1991 aren't. Even those who will turn 20 during WJC like Michal Repik(31.12.1988) back in 2009.

It looks like he's heading in that direction (attending U.S. Under 17 camp, probably heading to Ivan Hlinka), but before he plays in an IIHF sanctioned tourney nothing is set in stone.

I would take Gusev-Grigorenko-Kucherov line. They have good chemistry.
    Or
Gusev-Prohorkin-Kucherov if you think Grigorenko is too young.

Galchenyuk was just named to the U.S. Ivan Hlinka team, so that seems to be another indication of what national team he'll suit up for.

He can't, doesn't have Belarusian citizenship.

But yea, it sucks. He's more culturally Russian than American, and Russia developed him more than America did.
But what can you do? Playing for USA does provide a better path to the NHL.
