Perhaps a bit of a reach here since he turns 28-years-old later this month.

But after being an effective offensive defensemen but a bit of a liability during his AHL days in the Jets and Hurricanes organization he has had his best two seasons first in Finland and this past season with Vienna (30 points in 36 games and a +22).

is that just a result of playing in a lesser league or is there a chance that he has rounded out the other areas of his game and has potential for an NHL team thin on the blue line?

I don't think anyone who saw him in the EBEL this season would talk of NHL potential. If he looked good, it's indeed because he was playing in a lesser league. He's very good offensively and decent/good defensively at that level – but that's the point: it's basically ECHL level hockey with several AHL calibre players sprinkled in.
