4th official is in contact with the main official, so can pass on things. Plus it's someone they can actually yell at that can hear them.

Makes sense, I guess. The referees are meant to work and communicate as a unit, so they are all partially at fault for a poor decision. And I guess it's similar to other sports like hockey, baseball, basketball, where the coach\manager will vent his frustration at the official closest to him, not necessarily always the official directly responsible for the call. Still, however, could the 4th official's positioning be any worse? He's literally in the centre of both managers.
