Per previous ECHL announcements, a team is permitted to carry up to two players at a time on their Reserve List. This Reserve status provides teams a buffer beyond their Active Roster, allowing them to retain one or two able-bodied players in "reserve" rather than placing them on their 14-day IR list (where an unlimited number of players may reside but with restrictions).

I believe the reserve players don't count toward the cap. Only the (up to) 20 players on the active roster count toward the cap. They used to have a short term "injured reserve" which teams used to move players on and off the roster for cap purposes. A few years ago they removed the "injured" part and just call it reserve, since that's how it was used anyway.
