How is PP percentage tableted? Do they add up all the pp minutes divide by 2 minutes, then divide by number of goals scored? Because if a powerplay is cut short by another penalty not really fair to call it failed powerplay. 5 on 3 how does it factor in to this percentage? Because not fair to use above formula as odds are much stronger goal will be scored 5 on 3 for 2 minutes than 5 on 4 for 4 minutes. But the stats will record it as equal.

PP is recorded by the # of PP goals/opportunities...

So if you have a 5 second PP because the other team took a penalty 5 seconds into their PP...your percentage drops and they treat the 5 seconds as equal to the 2 minutes.
