Anyone knows what is this is all about?

Supposedly the Caps picked someone who's birthday made them ineligible.

Now, on to the Dovgan pick. The Caps insist they have information proving that Dovgan’s birthday is actually 2-27-87 instead of the CSB ineligible date of 12-29-87. Washington believes that Dovgan may have gone in the third or fourth round next year and believes it’s worth a shot at getting him in this draft. The Caps will make their case and hope to have a ruling in a few weeks.

That was the Panthers... Trying to use the leap year as a basis saying he was actually onld enough to be drafted.

It'll more than likely be changed and the pick will stand.

In the seventh round, the Caps drafted Russian defenseman Viktor Dovgan. The pick was ruled ineligible by the league, but the Caps believe they will be vindicated. They cite multiple sources – including the player and the player’s agent – as saying the CSB’s birthdate was in error. A final ruling should be made in the next few weeks.
