The refs didn't clear the field and make them go back on to kick the extra point?

They always do that. I have seen them do it a dozen times. Does the rule say the XP can be declined after a defensive score, or something weird?

They changed the rule after the playoff game in Minnesota. No longer need to kick the XP on a game ending touchdown.
