When you know you're hosting, you start making deals to mortgage for the future - with the certainty that you are aiming for 2016, not some future championship run. It helps the planning and results in the host teams having a couple years to assemble a good squad. You don't want to embarrass yourselves by bringing a team of rookies to the MCup.
