Can't tell you when the hashtag was created, but through some detective work I found the Sens had started calling themselves the phrase by end of 2011.

Actually yost on twitter was sure the Stars had been using it earlier than the Sens. In an attempt to prove him wrong I did a search for #peskystars and ...

it was first used by a stars player on twitter well before any sens players.

Like a year and a half earlier.
