Owen Nolan’s AHL demotion/rehab in 1990-91

After taking him 1st overall in the 1990 draft, the Nords early in 1990-91 sent an 18-year-old Owen Nolan to Halifax in the AHL for a few games after making the NHL club (if you want to call them that) out of camp.

My questions are:

1) Why wasn’t this a violation of the CHL-NHL transfer rule, which IIRC was in place?

2) If not a violation, was it accepted since Nolan was born in Ireland and technically an “import”?

3) Or was it a conditioning assignment that may have been allowed?

Boston Globe of November 21, 1990 refers to it as a "14-day rehabilitation assignment".

Note this is something that remains.

I recall Zach Bogosian also went to the AHL on a rehab stint when he was 18, before going back to the OHL.
