In all honesty, biggest either means political or the commissioner of a league.

Operation wasn't about HJ for $$$ but alleged human trafficking and exploitation. Police usually wont get involved unless there are minors, criminal orgs or some form of exploitation/violence. Two consenting adults exchanging cash for services wont draw much attention as there are much bigger fishes to fry.

All those places are pretty much involved in exploitation or trafficking to some extent..... its just with Kraft people are making it a bigger deal than it actually is.
