They are all on CSS's eligibility list (and I don't mean the final ranking list- which came out before the eligibility deadline had passed). Also you can find confirmation of this from scouting agencies in the know- ISS, Redline etc.

The only Euro of note who didn't opt in is Russian DF Anton Belov. Most non opt-ins were NCAA or other US-based players.
