I think the olive branch is worded right into their proposal.
"...the League's proposed Payroll Range system contemplates some flexibility allowing the Clubs to establish the level of their respective payrolls..."
To me this acknowledges that there are big spending teams that might have a problem paring down their current payrolls even under this new proposed system. As well this might open the door for the union to negotiate some type of exclusion clause in exceptional cases, such as for an up and coming new phenom (Sidney Crosby)?
