It's that time of year again, the 2019 edition of the HF Avs Mock Offseason is ready to begin. Please read everything carefully to make the game smooth for all of us.
Looking to start the mock around 5/20 (subject to change)
For purposes of this mock, all salary, draft pick, cap hit and clause information, unless otherwise noted, will follow the ones shown at CapFriendly - NHL Salary Caps.

It's preferable to you can visit here at least once a day. Not absolutely necessary on some days but on some others it's preferable if you can be here many times during the course of the day. If for whatever reason you can't be here for a particular part of this game please let an admin know and give a list to one of us so you can get the player/prospect/re-sign you're looking for and we can move the game along quicker. I am always looking for ways to improve the game and make it quicker/better to keep interest up, so if you have any comments or suggestions I'm all ears
This year with the salary cap probably going up we'll go with 85 million for this mock. Teams may go over the salary cap by 10% during the mock, but must be cap compliant before UFA begins (so have your cap in order and knowing who you want to try to sign before it starts), you may go under the cap floor as long as you are above the floor at the time the final rosters are posted.
Any player or their rights can be traded and picks can be traded between GMs.The exception is for players who signed an offer sheet (whether matched or not). Signed UFAs can't be traded either. Teams will have all draft picks available for trade for 2019 and 2020. For purposes of this mock, teams don't have any picks 2021 or later and they can't be traded.
Team Selection and Rosters:
For team selection order, we will take the list of GMs and randomize them as per usual. Everyone will be given a 2 hour time limit to select their team so if you can't be here PLEASE submit a list. Should you miss your turn and don't submit a list, you will have to pick from whatever teams are remaining.
Rosters and salary must be kept up to date at all times for the ease of the admins and to help you ensure you have the salary to complete a trade. teams must also keep their 20 player minimum on their roster (plug in AHLers if you have to), the exception to this is goaltenders, you may carry one goalie until the end of UFA. These conditions must be met in order for any trades or signings to be accepted by the admins.
Trading:
Trading will open when the game begins. As mentioned earlier, all players and draft picks are available for trade, with the exception of offersheeted players and signed UFAs. Both GMs must post regarding a trade (one posts and one confirms) and need to use @forsbergavs32, @cody275, @UncleRisto in their posts so we can find the trades easily. There are no restrictions on who you can trade (so if you wanna blow up your team and trade a McDavid, MacKinnon, Eichel, etc.. you're more than welcome to) but the deal itself must be realistic in terms of value. If GMs disagree with a trade, the 2-3 GMs involved will be asked to revise or scrap the deal (eg. Giant overpayments or attempts to gut their team for peanuts ect... may be disqualified by their peers, so no trading McDavid for Gabriel Bourque and a 2nd).
NMC/NTC: Any trades involving a NMC/NTC must be PMed to Cody275, UncleRisto and myself by BOTH GMs with reasoning why said player accepts the trade. You are also more than welcome to PM us to get a list of teams a player will or will not go. clause terms will be based off of capfriendly. Players with undisclosed terms of their clause on capfriendly will default to 10 team accepted list.
Offersheet Period:
Teams may submit offersheets for unsigned RFAs (Teams are allowed to re-sign TWO RFAs prior to the offersheet period). Teams will have 48 hours to submit their offersheets via PM to the admins, terms of the offer will not be disclosed until the offer is accepted by 2 of the 3 admins. To determine if a player will sign, admins will use the amount and term of the deal offered, but obviously contenders/up and coming teams will have a better chance if multiple offersheets are given to the same player. Once the offersheet is accepted, the current owner of the player will have 48 hours to match (this will probably bleed into the draft a bit).
Compensation levels
$0.600 - $1.239 = no compensation
$1.240-1.879 = 3rd
$1.880-3.749 = 2nd
$3.750-5.629 = 1st
$5.630-7.509 = 1st + 2nd + 3rd
$7.510- $14.600 = 1st + 1st + 2nd + 2nd (*2 1sts must not exceed 40). Must have own pick or better with exception of team in top 5 who may use any 1st within the top 10 as equivalent. (this is where those 2020 picks can also come in handy).
Entry Draft:
The draft will cover the first 2 rounds of the 2019 draft and will start the day after the 48 hour window to SUMBIT offersheets. Use capfriendly.com to find out which picks your team owns. For those not too familiar with prospects (I'm sure that's a good amount of us) there are draft rankings readily available online, just google 2019 NHL draft rankings.
There will be a time frame available to make your pick, if you cannot make the pick in that time frame, a player will be selected for you ( highest ranked North American skater available from central scouting). We all know that people sleep and there are different timezones for everyone, so there will be a bit of leeway overnight. Now obviously everybody can't take the max limit of hours or we would never finish, so please pick as soon as you are ready. For any traded picks during the draft, the clock will not reset. Time frame is three hours for 1st round picks. two hours for 2nd. The remaining rounds will be auto-picked since this is the point interest starts to decline so if you REALLY want someone with a later pick then PM @cody275 and it shouldn't be a problem (if on the off chance 2 GMs want the same play they will go to the team with the higher pick). This is open to change, depending how fast or slow the draft goes. If your don't want to make a selection, shoot a PM and ask to be auto-picked so we can keep things moving.
The draft clock ticks between 7AM and 10PM MDT (if your pick is up around 10pm and you want to make your pick during the overnight hours that's fine. just make sure you also @the next person so they can make their pick in the morning when the clock resumes). You are allowed to make your pick outside that time frame and it's advisable if you can do it.
***NOTE*** Please make sure that once you make your selection you @the next person so we can keep stuff moving. If previous poster didn't @you and your pick was auto-picked, we can allow you to re-pick if the player you wanted hasn't been taken. Assuming you announce this pretty close to your draft pick position, not something like 20 picks late
If you can't make your pick in time, it's ok, it happens as we all have work/school/life events. If you know you can't make your pick in time, PM cody275 with a list of players you'd like to take there (assuming they are still available, otherwise we'll go with next CS NA player). Or you could leave that pick just to be chosen by someone else who agrees to do it for you. The more comprehensive list (in order of preference) you give, the better chance you get one of your players as many of them might be gone by the time your pick is gone.
Obviously if there's only one pick between you, only 2 player list is necessary etc.
I'll update the draft post with the picks as best I can and try to give info on OP on where the draft is going (mid-1st, early 4th etc.) but I can't monitor things 24/7 (especially between work, sleep and school) so check the final pages of the thread. Make sure your spelling is correct with the your draft pick names. To make sure, search for the thread on the player name you're going to pick to make sure the player hasn't already been taken. If you pick a player that has been taken already, please correct it ASAP as to keep things as organized as possible.
Buy-outs:
Buy-outs may be made at any time during the game up until the start of the UFA period. If you wish to buy someone out they must be placed on waivers in order to do so. Please use the buy-out calculator on capfriendly for remaining caphit. Amount of buy-outs for each team will be limited to 2.
RFA re-signings:
As mentioned earlier, GMs may re-sign 2 RFAs prior to the offersheet period and all remaining RFAs may be signed after that. GMs must PM the admins and get the approval of 2 of the 3 in order for the player to sign. In some cases it might be long-term contract, in some cases it might be just qualifying the player. In a case team qualifies a player, but the admins think the player wouldn't accept the offer, the team would maintain the players rights but player remains unsigned and you would need to re-submit an offer. As the offer sheet period is already over, player can't be offer sheeted.
RFAs don't obviously have to be qualified. Unqualified RFAs would become UFAs. Capfriendly also has qualifying offer calculator, so that should be your best bet for submitting QOs.
RFA re-signing is allowed up until the UFA period. Any RFAs not signed before UFA starts will become UFAs during this mock.
Signing to players to ELC does not need to be approved, just needs to be done prior to the UFA period.
Unrestricted Free Agency:
In order to keep things interesting and to not have the UFA period be a graveyard, GMs may re-sign ONE UFA prior to the period opening. Though the offer must be a fairly decent overpayment from what is determined to be fair market value for the player (that value will be determined by the admins).
Free Agency will go back to the more traditional way (agents for west forwards, east forwards, d-men and goalies) so any volunteers will be appreciated. GMs will PM said agent with their offer in the following format:
Name: years, $9,999,999, clause, reason why that team is desirable for the player (contender, playing
time/line, playing with certain players, etc.)
Agents will update on when players are close to signing and terms of the leading bid so GMs can counter-offer accordingly. Hoping we can get through this phase in 72 hours. If an agent would like to make an offer on a player they represent they will PM me with the offer and add it to their list of offers. Please be sure your rosters and cap are up to date as those who are not updated will not be able to make offers until they have updated.
Any current IRL rumors of where UFAs will land will not be considered by the admins (Sorry Sergei and Artemi, you may wanna hold off on getting that beachhouse).
UFA agents will be determined closer to the UFA phase.
Waivers
Teams can still make trades for 24 hours after UFA is over if needed.
Waivers for the purpose of being sent to the AHL (not buy-outs) will be allowed up until 24 hours after UFA ends to finalize rosters. Please use capfriendly for any waiver questions/elegibility. Waivers will follow reverse regular season standings post-draft lottery.
After waivers, mock is over, just finalize your roster.
Some additional rules:
Any transaction can be rejected if there isn't a reason to believe that it could actually happen (with these mock rules). Other players in the top 5-7 could go first overall, unranked prospects no one has ever heard of could not. Connor McDavid could be traded for kings ransom. Connor McDavid couldn't not be traded for a 6th round pick. And so on. Please keep in mind as I mentioned above, that anything like this can be vetoed by the admins or your peers, so keep it semi-realistic.
Unless noted otherwise, we'll follow the rules of the current NHL CBA.
If you need help or have questions, ask and you shall receive. If you have general questions, ask them in the thread. If it's only about your team, use PMs to an admin.
Finally, There will always be some new posters for this game (same goes for veteran posters) and we all want to enjoy this offseason game. I know some people are hesitant to do things because they're worried they'll make a bad trade or whatever, so if you see a trade go down that you think is bad or overpayment (within the mock rules) please keep it to yourself. I want this to be fun and I don't want anyone to feel like they're being shamed. If it's a trade that is unrealistic and should be vetoed then respectfully state that without any heckling.
