I noticed that CapFriendly shows Dell as one of four "NHL non-roster" players on the Devils.

What is an NHL non-roster player? The Devils have four of them -- Dell, Mackenzie Blackwood, Jesper Bratt and Sami Vatanen -- in addition to 22 players on their active roster, 1 player on the injured reserve and five players on their taxi squad.

Are teams allowed to carry 26 players in addition to IR, LTIR and the taxi squad this season?

They are under Covid protocols/quarantine.

Dell and Vatanen are trying to get visa's in order to be able to travel to the US, while Bratt (following his arrival in the US) and Blackwood (likely has COVID) are currently in the NHL's COVID protocol.

These guys are not injured, but they're also not available to play currently for the Devils due to various reasons thus the designation. Teams are still limited to 23 players on the active roster.

Dell and Vatanen will both have to enter the 7-day COVID protocol once they get to the states. Once any of these players is out of the COVID protocol they either have to be added to the active roster or put on waivers (which won't happen to any of these 4).
