NHL's Crosby draft contingency plan

Apparently all 30 teams will have a shot (if no season played this year) at #1 via a weighted lottery (not just usual worst 14 lotto with only bottom 5 having a shot at #1 and all lotto participants only being able to move up 4 more spots from their pre-lotto position---apparently for this next draft after a new CBA is signed and assuming no season this year every team will get at least some staistical chance at #1)...

It's a Yorio article, which, for me, calls it's credibility into question.

The article doesn't mention anything about only being able to move up 4 spots. In fact, to me it implies that all teams would have a chance at #1, and "season's worst teams would have a greater chance of picking first," not the only chance.
