Starting next year the NFL should award the four open slots on Thanksgiving as follows:

Detroit and Dallas host the home opponents on their schedule with the longest-active Thanksgiving droughts (which would have been Denver and LA Rams, respectively this year).

The night game would involve the team not playing at Detroit or Dallas with the longest-active Thanksgiving drought playing the opponent on their schedule with the longest-active Thanksgiving drought. That would have been Jacksonville at Cleveland this year.

And I am certain the NFL would still have set ratings records with these match-ups. And I am also certain Thanksgiving ratings will be fine every year if this format is put into place.
