I can see why executives in leagues like the NBA and NHL would be worried about the draft but the NFL still has it pretty good. They have tape from the entire college football season, bowl games, and playoffs. The combine took place before the lockdown so they watched prospects workout, interviewed them in person, got most of the medicals, got measurements, etc. It's 2020 so it'll be easy to do any interviews they need using technology. Having to do the draft outside the team facility will probably be a pain but I think a multi-billion dollar business can figure that part of it out in the next month.

The main issue seems to be team doctors not being able to do medicals and re-checks on players they might have concerns about. That's a legitimate concern and I'm not sure how they get around that. I guess they'll just have to rely on the information they have and decide whether they're going to risk it or not.
