NCAA alters recruiting guidelines for Division I men's hockey

Starting May 1, new guidelines.

The new legislation, which will go into effect May 1, calls for no recruiting conversations until Jan. 1 of a player's sophomore (grade 10) school year, as well as no verbal offers (commitments) made to a player until Aug. 1 before the player's junior (grade 11) school year. Under the old guidelines, players could initiate communication at any time, and verbal offers could be made anytime.

So, usually around player's 16th birthday/year things can start.

(However, there's still kids recruited for junior teams by/before age 16.)

Because kids have always played juniors at ages 15 and 16. They’re usually the youngest ones, but they’ve always been there and are minimum of 2-3 years off from playing college. In order to be in college, you have to graduate from high school/GDE/CÉGEP. In order to play juniors you need to be good enough, there’s a big difference.
