Id love to know where the NAHL is eligible to pick players, are there certain jurisdictions.
ie. Toledo can only select from Michigan or Ohio?
Are there any agreements between the USHL and NAHL based on where they can pick from?

The NAHL draft isn't like that of the three CHL leagues. They can pick junior players of any age from anywhere but the trick is finding players who will actually play in the league. It's more comparable to the CHL's European draft than anything.

Just some advice, tapes USUALLY get nowhere. Think of how many tapes these guys get, they usually watch all of them but maybe 60 seconds of each, if you're lucky.
