I'll say no. The thing about Brian Rafalski was that he was undersized. People also forget that he was nearly 0.62 ppg (79-436 in 833 games over 11 seasons). He got noticed by hockey publications by his final season with HIFK in Liiga where he was 4th in the entire league in scoring (and the only D in the top 10 - 19-34, PPG) and HIFK went all the way to the finals. Rafalski, who was +38 in his final Liiga season, and won the Golden Helmet (MVP as voted by the other Liiga players). Rafalski would never finish any of his 11 NHL seasons minus.

By contrast, Matthew Maione never peaked above the ECHL in North America, and in Europe, never had the dominant season that Rafalski had in Finland. This season, he's -12 for Dynamo Riga (he was +17 last season for KalPa, but less than 0.7 PPG). I don't see a comparison.
