Not with the players but more with the league and the timing of prospects. If he draft college or from Europe he has 4 years to sign them etc.

He was drafted out of USHL. Can he go to Rochester in 19/20?
He's not?No he’s not European only they have that luxury like Nylander did two years ago and other Europeans get that luxury not Americans and Canadians . Pekar isn’t AHL eligible for two more years. And outstanding OHL debut with Barrie I am loving this 4th Round Pick more than and more and we control him for the next 4 years unlike every other OHL player ! Unbelievable move Botterill !

CHL restrictions do not apply.The way DC and I read the CBA, the fact that Pekar never played a game in the NC$$ means that he is treated like a CHL player and not an NC$$ player. So, it looks like he has to go back to Barrie again next season and it looks like he can't play in the AHL for the full season in 2019-20.

Drafted Players who Leave the Major Juniors prior to age 20.
Notwithstanding any provision of subsection (a) to the contrary, Clubs shall have additional
rights set forth in subsections (i), (ii) and (iii) below with respect to Players who either: (i) were
drafted while playing in the Major Juniors or (ii) other than college players described in Section
(c) below or Players drafted from a club outside North America described in Section (d) below,
play in the Juniors during the period of time that a Club holds their exclusive negotiating rights
and, in either case, cease to play in the Juniors and play in a league other than Juniors prior to
age 20.
College Players.
(i) If a Player drafted at age 18 or 19 is a bona fide college student at the time
of his selection in the Entry Draft, or becomes a bona fide college student
prior to the first June 1 following his selection in the Entry Draft, and
remains a bona fide college student through the graduation of his college
class, his drafting Club shall retain the exclusive right of negotiation for
his services through and including the August 15 following the graduation
of his college class. The Club need not make a Bona Fide Offer to such
Player to retain such rights.
The agreement that restricts CHL underagers from playing in the AHL is outside of the CBA, and is unrelated to how long a player's draft rights are held. He should be eligible for the AHL whenever.He isn't a college player nor is he drafted from a club outside of North America.
Since he won't play college hockey prior to June 1, 2019, he won't be a college player.
If Girgensons had gone to play in the CHL as opposed to signing with the Sabres and going to Rochester, we would have a better basis for how this should play out.
