Not sure if this is just speculation or the writer has actually heard something. But he is right... players were not waiting until July 1 to negotiate deals... the deals were already done before and were announced July 1.

He's not the first asking for a move up of free agency away from Canada day. I like how he talks about the courting period resulting in actual contract offers when it shouldn't. Before the courting period was introduced the same thing was happening, only far more egregious.
