That's a pretty bad article and an awful title.
He didn't criticize the german teams. He explained the pressure put on 15/16 year old to decide their future and wants french laws to protect clubs and youngsters.
Leonardo explained many times he feels like you should be able to have youth player sign pre-contracts before their 16th birthday and longer than 3 years.
15 year old kids shouldn't be under tons of pressure with families and agents constantly on their back.

We'll see how he does with Nice, but Vieira plans to play 3 at the back letting Atal and Kamara do their thing as WB and that does seem very smart to me.
