That's not an individual deciding how much he can afford to pay his players. That's a cartel deciding for him.


Thinking about the hard cap: If no one can pay more than $30M on payroll what is the corresponding hardcap on owner's revenue?

Well, if an owners team does poorly, he would still be able to lose 10's of millions of dollars. If a player plays poorly for a season, what does he lose. Oh yeah... nothing. Brian Savage anyone?
