Not possible. Whoever buys the team is unconditionally bound to the pending slots decision, they literally cannot move until the decision is made.

Its likely either a fake report or a misquote. Suffice to say whoever wrote it didn't do their research.

Mayor Oscar Goodman denied a report Thursday that he was ready to make a deal to relocate the Pittsburgh Penguins to Las Vegas.
