I've always considered Staal to be a far better scorer than a playmaker, therefore I'd have to say that Jagr would likely be the better fit as he was a much better playmaker than Ovie.

Jagr. He and Staal are both oriented towards puck control. Ovechkin is more of a finisher.

Jagr. Ovechkin is one of my favorite players in the league, but the type of player that Jagr is would be the perfect compliment to the way a guy like Staal plays his game. Or Staal the perfect compliment to Jagr, either way.
