Not to get political but that doesn't surprise me in the least. The rest of the world more or less let them get away with it.
FWIW IOC never had a problem with the USSR using athletes from its constituent states. I'm guessing its because the USSR absurd them before they started participating in the Olympics?

The IOC should show some leadership and kick all Russian athletes out of the Olympics. Stop letting Putin get away with sportswashing.
