Since he was drafted out of the USHL I'm fairly certain he's not subject to the CHL transfer agreement and can play in the AHL this year even if the OHL starts back up.
Right, he was an NCAA guy, committed to Western Michigan before choosing late to play for London. I think he's free to play where the Rangers assign him now that he's on his ELC.

Anything to see here or just a contract to send to the Blues?
A lot of us who watch Hartford seemingly like him better than the Rangers did, but even then it was as a longshot with bottom pairing potential. Seems like a guy that's a career minor leaguer or someone who could go to Sweden or Finland and have a nice career putting up points from the back end.

We're doing our board vote for the top prospects, and he won't be in our top 20. And our prospect depth is much less than it has been in recent years. He's not a nothing, but he's very fringey.

despite promoting Schneider and trading Nils,
NYR/Pack didn't raise Skinner up their RHD depth chart,

in off-season NYR signed Welinski and traded for Emberson, Pack extended coach-trusted Giutarri,
those guys play virtually all the time
so that this season in Hartford, Skinner never got much opportunity

good opportunity for him to get a fresh start
