How to Use Custom Rosters

Hey! So I downloaded a roster file of the 90-91 season from community roster sharing. I can’t seem to play with the rosters in any mode though.
The players show up under the create players tab but they are all “unassigned”. I haven’t been able to find any help online.
How does one play with community downloaded rosters?
