How to measure league quality?

Ok, NHL is top. no doubt about it. Then lets say KHL. I can accept that.

But now we have trio OHL, QMJHL, WHL. Or SHL, Liiga, Czech League.

Is there any formula we can use, that could give is proper ranking?

I don't see junior leagues this high in a league ranking, not even close. But besides that, I really doubt that there is a formula that works overall. A lot of people use NHLe, but too measure a whole league in terms of quality is, in my opinion, simply not possible with a formula. I guess competitive games between leagues are giving at least a glimpse on what a ranking for leagues could look like, and for Europe that's the Champions Hockey League and its ranking (just leave out the current season, since weaker teams are playing amongst themselves due to Olympic qualifiers).

I mean, how to compare trio OHL, WHL, QMJHL between them? How can you say, OHL is better like WHL, becaue ...

Or ho to compare SHL and Liiga?
