how do they decide the pools?

    Is there a system behind Pool A and Pool B? It seems that it's not evenly divided, and one pool is not necessarly better then the other.

    It is by previous year's standings

    A
    USA (1st)
    Czech (4th)
    Russia (5th)
    Switzerland (8th)
    Belarus (better than Germany in Div I)

    B
    Canada (2nd)
    Finland (3rd)
    Slovakia (6th)
    Sweden (7th)
    Germany (worse than Belarus in Div I)

    Belarus won all five games, Germany had 3 wins and two ties.

    actually a good way of doing it, no way to compensate for drop offs or changes in teams.
