I did a quick search for interest rates for back pay, and the IRS releases quarterly numbers that vary anywhere between 3-11%, and that's just over the last 20 years:

So who knows what "rate" would be appropriate in Canada, but over 50 years, even a 3% annual rate would result in a total repayment of a little over $10,500.
