I do have 2 clarifying questions:
(i) Offers under $2M - I'm shooting myself in the foot on 3 guys admittedly but I thought I read that the 2nd round of bidding only applies to guys offered at least $2M. If that's correct I believe there's a few guys who don't need to go the 2nd round of bidding route (unfortunately none of them are to me).

(ii) Reminder on the value used for evaluation - do the years offered make any difference on who a player will sign with? I.e if it's $2M x 2 years or $2.5M x 1 year is the evaluation on the base salary or the total contract value?
Sorry to ask as I used to know this but have forgotten.

Sorry to ask as I used to know this but have forgotten.

i. Second round of bidding is on any player at any contract. The $2M distinction is if a player receives at least one offer above $2M, you must have offered $2M to be included in a second round. E.g. Two teams offer $2M and one offers $1.99M...the $1.99M team is dropped and the other two proceed to a second round. This is our threshold for one-way contracts so it was a way to separate the offers between prospecting and serious.

ii. Offer evaluation from the original FA thread is...
Bids will be reviewed based on total salary (base * years), ice time, line-mates, contender status, player loyalty, etc. However, annual compensation will be the main factor, followed by player loyalty. When necessary, several Admin team members will be used to evaluate close bidding.

I can answer number 1, if one team offers 1.999mill for 2 years and another offers 2mill. Because its a one way vs a w way deal they sign the 2mill deal even though its close

Thank you and admittedly that was what I understood but one of the outcomes seemed to look like the total value was actually irrelevant for all intents and purposes.

Not to get into too many details but one total contract value I offered was 90% higher (no exageration) than the bid listed as the best offered so to me even in that extreme difference it appears only the base annual salary is relevant (in practice anyway). So what I interpret it as is I'm best to offer a large 1 year contract instead of offer 4 years averaged down slightly to account for an anticipated decline in production of the veteran over the term.

Part of the annual versus total compensation evaluation depends on what contract years are being discussed. A player who is two years away from free agency will likely take a somewhat cheaper two-year contract over a higher 4-year contract, on the assumption that they will earns much larger today as a UFA. In other words, giving up prime UFA years comes at a premium. For an older UFA, they might favour a long-term deal for slightly less dollars per year if the total contract is higher.
