As they are getting add votes they are fairly considered honorable mentions for sure. I expect Makarov in particular to be a guy who a lot of people think should have been in the top 20 but didn't quite make it once we all get around to complaining about how bad the voting got it.

He didn't have a good year. Looked greatly overmatched at the WJCs.

For a recent 4th rounder, I don't see how that doesn't drop you down the rankings.
