I doubt that's pandering.. TSN might just be a more relaxed work environment, or he's better friends with Ferraro so he's comfortable letting loose a little more.

That and the fact that he and Ferraro only call a handful of games on NBCSN in a given season. Gord's a regular presence, Ferraro, not so much (which is a shame but maybe that's Ray's decision more than NBC's). Also, given that the TSN games are strictly regional, it's not too much different than what you would find on regional broadcasts on American television, either. I mean, Rick Peckham and Brian Engblom call a few games a year together on NBCSN, and they definitely don't engage in some of the same, for total lack of better phrase, inside jokes that they would on a Lightning regional broadcast.

So it's not really an American/Canadian thing at all. It's a national/regional thing. You would expect a national broadcast to be a little more buttoned up.
