Shogun: Total War simply must, MUST be on that list. A truly revolutionary game, the one that launched the franchise, and still considered my many vets to have the best balanced, most strategic battles.

Will anybody vote for it though?

Also, I believe Counter-strike doesn't belong on that list. First, it was originally released in 1999. Secondly it was a mod, not a game in its own right. Being generous you could call it an Expansion when Valve subsequently released it, but I thought we excluded expansions from this list? Third, Half-Life will win easily for 1998.

Half Life won't win 98.

Counter Strike HAS to win the next one. The turning point in online games and one of the most addicting games of all time.

I'm surprised that I forgot Deus Ex, The Sims and The Longest Journey. BTW, though I did mention Red Alert 2, I wouldn't consider it a lock. It might be one of the first to bump off of the list in favor of something else.

Counter-Strike was released as a retail, standalone game in 2000.

Good list and I agree with what you've included as locks.
Other potential games might include Escape From Monkey Island, SSX, Phantasy Star Online, and Paper Mario.

Was 2000 when they released Counter Strike 1.6? I never really knew the difference from 1.5 but 1.5 must have been the pure "mod" version, with 1.6 the standalone?

Some really great games in there... a real struggle for me between a few of them.

I didn't vote because I missed the opportunity but I am surprised. I didn't play a single game from this list so I probably wouldn't have voted anyways.
