20 would be fine or 25 (then 5x5 divisions). But if you're at 25 you may as well try to get 30 for a full headed 30 team dynasty monster, so 20 seems like a good place to stop.

I think we'll cap it at 20. 4 divisions of 4 with top 2 teams in each division making playoffs for 8 playoff teams and 12 lottery teams. Or should we go 10 teams in playoffs and 10 lottery teams? Top 2 in each division and 2 wild cards of the next two best teams?

I like Top 2 in each division and 2 wild card teams. 4 divisions of 5 teams each (if 20 teams).
