Based on my internet research Hasek is among the most underrated players of all time. In terms of raw skill he is right there with Gretzky, Orr and Lemieux. Hasek is not only the best goaltender of all times, but also someone who has revolutionized his position.

He had the highest peak out of all goaltenders, played 30 years professionally. By the mid 80s he was among the greatest goalies in the world and kept being that for 20 years straight. By the early 90s he got into the NHL and destroyed the whole league:

PURE DOMINATION!
(Note that Hasek got all of that competing against the best in the World in a then international league of 25+ teams whereas Howe got his accolades playing in a 6 team Canadian league against players born in the 20s/30s when most kids didn't even think hockey was going to be a viable career and therefore did not take it seriously - making it a very non-competitive era)

Hasek rarely competed internationally but when he did, he would always be the best in his team.

His absolute peak were the Olympic games in Nagano, where he single-handedly destroyed the USA, Canada and Russia. Not even the facts that the Czech players were unlucky the whole final game and the unfair officiating of Bill McCreary would stop the DOMINATOR, who would win the craziest hockey tournament of the century.

Clearly head and shoulders above #9.
