Hard cap proposal has a maximum amount-does it also have a minimum?

I was checking out the NBA's soft cap idea. They have a 43.84 million max cap and a 32 million minimum cap that each team must spend. I don't recall any mention of a minimum in the NHL proposal can you let me know if I missed it?

Any cap (or ceiling) will have a floor as well.
