They're already under team control, so I don't think that's an issue. IIRC if they were free agents, yeah, that'd be a problem.

I believe the answer is no. Signing his ELC at age 24+ he would only need one year of professional experience. However Gusev didn’t play in the required 10 professional games under an SPC to earn a year of professional experience this season.

So he should be Offer Sheet ineligible. Similar to other younger players who sign their ELC’s very late in a season.
