    It's a bizarre situation in that both teams are resting their best players because they don't want to win but the players playing want to prove they should play going forward, so they'll give it their all.

    Because you cant know the 2 teams that are going to end up tied will be playing each other when the group ends.

    You cant really have 2 different sets of rules depending on if the teams are playing each other or not.
