I think Mark Howe is the best defenceman not in the HHOF, and I think it's a blight that he hasn't been inducted. However, before Mark Howe is added, we need to add the player who, for decades, was the best player not in the HHOF: Canada's best athlete from the first half of the 20th century, Lionel "The Big Train" Conacher.

I won't argue Howe over Conacher, but Howe was better than Langway.
